Can you get down to 10 tons with a LPPC?
Yes, but you have to give up something. At 10 tons, with 4.5 tons of armor and 5/8 movement you're 2 tons overweight. You can cut armor down to 3.5 tons, and movement to 4/6, or you can drop the turret and keep the 5/8 speed, but I don't recommend that.
Another option would be to go wheeled, stay 5/8, and cut a ton off your armor. You might, though, be better dropping to 4/6, dropping the armor to 4 tons like a Scorpion, because you can take advantage of a smaller engine size:
