From Interstellar Operations, p. 164:
The technical officer also doubles as tactical support for his team,
and awards a +1 Initiative modifier to the superheavy tripod’s side
in the scenario (+2 if the tripod is that force’s designated command
unit). This Initiative modifier is not cumulative if more than one
superheavy tripod ’Mech is present.
If a force which has a cockpit command console in the designated command unit and also has a superheavy tripod still apply the +1 tripod bonus in addition to the +2 from the command console (assuming all other necessary conditions are met; TO, p. 301), or are these also non-cumulative?
