(Answered) Cargo lifting with damaged actuators

On page 261 the text says that the 'Mech must have both functioning hand actuators. Does this mean that the 'Mech can pick up cargo if it's Shoulder, upper arm, and lower arms are all critically damaged? It seems like this would imply that the hands are the only parts needed to grab the cargo.

Yep, that's how it works.  You don't need to be dextrous overall to pick up stationary cargo, just to have the fine manipulation at the end where it counts.  Realistically it's surely more awkward with a pile of grinding actuators, but for gameplay purposes it can be done and that's all that matters.
