Elevation 1" and 2" are for VTOLS and WiGEs that can go airborne.
Jump +5 and Ground +2 (and other variations) are for tracking the movement mode and TMM of units. When the unit moves, placing the matching (movement mode and TMM) counter to you know which units have moved already, and during the Combat Phase have a quick reference for everyone what the attacker movement modifier is (based on the movement mode) and the target movement modifier is (TMM).
Low, med and high altitutude counters are for aerospace units.
