Is there a particular reason that in Alpha Strike, missed artillery attacks scatter by 1d6*2 inches, while in Tactical Operations artillery scatter is based on MoF? It seems to me like that flat +1 AE To-Hit modifier in AS was designed to compensate for an MOF scatter, so it's a bit odd that scatter distance is independently randomized.
