BAR vs. Stun Ordinance

Stun Ordinance (AToW p. 284) is listed as having an AP factor of Special. However, I see no notes on it or any equipment denoting what special BAR should resist Stun Ordinance. Does it uses the same guidelines as sonic stun weapons, or something else, or is it impossible to resist at all with any currently-published equipment?
