(Answered) Combat Operations ISIF: Garrisons

I really didn't know where this should go since we don't have an IntOps area yet.
The Inner Sphere in Flames game states the every planet does have a garrison with a set number of ground and air values, but never states if they can gain XP like a normal force nor does what experience level they are (green/regular/veteran/elite).

Do they gain xp like a normal force?
What is their experience level?

For Combat Operations: They are an abstract number representing the garrison force. It can't be trained and it is considered green. The value though is not modified by the experience, that's already factored in.
