A few months ago I was jibbering about the Falcon's dress uniform and the cape on it, I had an idea in my head and put it towards a very talented artist friend of mine and she's drawn (and will colour) this.
The big change to the dress uniform was with the cape, when talking with my friend we both agreed that the Cape was a bit too 70's/80's Manga villan esque so the main changes were done there. Note that a lot of this is conjecture as there was never afaik a back view of a Falcon in his or her dress uniform.
The cape seemed to be permanently attached at the back, following the shoulder line and was presumably sewn into the uniform with the claws acting as clasps even if they were decorative as they didn't hold anything with the cape being part of the outfit. In this we moved the cape so it was a more formal (and imposing) looking over the shoulder and full length one. The claws now act as the clasps they were seemingly meant to be, whilst the 'beak' acts as the neck clasp and to remove it the beak splits down the middle (with an invisible seam). With the cloak being removable the dress uniform's also a damn sight more practical, because if you take the cape off its then just a rather brightly coloured but smart uniform that would work outside of official situations too.
