When creating a budget using the Faction Budget Modification Table (Campaign Operations [Corrected Third Printing, p. 12]), how would one deal with the breakup of the Federated Commonwealth?

Say the year is 3060, the Lyrans have already seceded. How would that work the House Davion?

The secession of the Lyrans breaks the Federated Commonwealth from "super power" status, leaving the Federated Suns employer as just another major power.
