No. The presence of an active Warship yard would have, sooner or later, attracted the attention of a house lord. And when that didn't work, then the nukes would have come into play to deny anyone else the prize. It may have been later and possibly a lot bloodier, but Inglesmond was going to be doomed, one way or another.
Added to that, the idea of salvaging a "rump Hegemony" was pretty much impossible regardless. It's not just the House Lords that were the problem here; it was that in many ways the remnant Hegemony was ungovernable. It had no central leadership and between Amaris and post-Amaris purges, had nobody who could lead it. On top of that, it's military consisted of remnant SLDF units with again, no central leadership. Maybe an influential world might have been able to sieze power in a coup, but getting anyone to follow it would be another matter.
