Tactical Operations doesn't go into detail on how command-detonated mines are detonated, but on p. 278 of AToW, there is a note in the table that says command-detonated mines must be detonated by a unit with working comms. TO p. 209 says you need line of sight to a unit in a mined hex to detonate the mines. If that line of sight passes through a hostile ECM field that hasn't been countered by ECCM, can you still detonate the mines?

yes, you can still detonate the mines.
