1. Does a Mech incur a +1 to movement and a Piloting Check when changing facing in water?
2. Does a Mech incur a +1 to movement when trying to stand up in water (i.e. making it cost 3 to stand up)?

No and No. The +1 movement is for *entering* a water hex.
