Title: LOS question

Situation:  A tank pulls up behind a level 1 building.  On the other side of that building is a mech.  Can they see each other?  Does the building provide partial cover for the mech if they can see each other?  Or, at a basic level, can they see each other and shoot at each other, and if so, with what, if any, modifiers?

No.  If you're immediately next to an elevation level equal to your height you cannot see or be seen over it.
