(Answered) Manned Satellites and ECCM

Can manned Satellites use ECM as ECCM? The only reference I have is SO page 111 where it talks about Fighters and Small Craft. Everything else talks about units larger than Small Craft. Since Satellites top out at 300 tons would they function under the Fighters and Small Craft Rule?
