There isn't really a formal application process.  The original MUL team was assembled from already established factcheckers that had some expertise in those areas.  At the moment I don't believe they're looking for anyone else, though I could be wrong and regardless this could change at any time.  But generally it's a "we'll call you" process.

THe nbew books have stuff that have not made into the MUL, like the Fronc Reaches battle armor, so some help might be good.

My understanding is the MUL team are currently busy with other matters and just have not had the time to update. Despite the MUL being an officially sanctioned product, it is still a volunteer ran site. They will get to it when they have the time. As with many things, life comes first. Trust that they will get to it.
