A discussion some months back prompted me to dig into how one would go about adding faction "flavor" to Military Academies. Sarna has 98 individual pages for various Military Academies, and that's clearly too much. In the name of sanity, I'm going to focus on major factions (the Houses and "Major" Periphery states) for this exercise.
The Military Academy Stage 3 School grants 100 Flexible XP. I want to leave room for both PC agency, and GM tailoring for individual institutions. The first leads me to reserve at least half of the Flexible XP in each case for players, while the latter suggests leaving a bit more than half. I'm going with 20 XP for general faction flavor. Next, I looked at the Fixed XP granted by each faction as a general guide to what to put those 20 points toward. Some were easier than others. Here's the list:
Capellan Confederation: +5 Martial Arts, +15 Protocol/Capellan Confederation
Draconis Combine: +10 Martial Arts, +10 Protocol/Draconis Combine

Looks good. I was thinking something along those lines myself. You might want to consider the Interest skill in things like Bushido, Confucianism, or Reunification War.
Are you thinking of something similar for the Officer Candidate School?

OK, the OCS module gives you 115 points of Flex XP. I could totally see dedicating 30 of that to faction flavor (leaving 55 for player agency, and 30 for GM tailoring for an individual school). Let's see:

I was just throwing out examples, but it looks ok. But.. The Reunification War feels right for the TC, but not the others. The OA might go with their low tech belief or a history of aerospace warfare. Not sure about the MoC. May leave that a Interest of the players choice as a way to reflect the MoC's freedom to have fun.

I just realized I didn't put anything in for Mercenary schools, so here they are:

Would offering specials for favored weapon be nice?
I.e.:
FedSuns gets bonuses for Autocannon specialist, where they do extra damage when using an autocannon?
FWL might have a variety to choose from (not really sure here)
CC might get initiative bonuses from knowing the land thanks to friendly locals
Lyran get a bonus to Piloting rolls to avoid falling over if they are piloting a medium, heavy, or assault Mech?
Draconis Combine gets a bonus on melee combat

The numbers are pretty small to be thinking about SPAs, but if I include negative traits (reputation, rivalry, arrogance, e.g.) then they might be on the table. I think a few of the individual institutions might be appropriate for that...

Ok... I'm starting to build the spreadsheet... this is MUCH larger than I expected. OCS also gets 30 points, so that doubles the line items I was initially expecting. :o

All right... I'm going to eat this elephant one bite at a time. I took my cues from Victor Shaw's interpretations of the various individual academies, which he took from the 3rd Edition modules. Basically, any institution he thought was worth 1,000 XP (vice the bog standard 830), I threw a positive and negative trait at (+/- 100 XP). For the missing institutions he identified, I'm just going to make my best guess.

My PC being an alumnus of WCoG & NAIS CoMS is quite pleased with the results.
Question, why so much Perception everywhere but the only OCS w/ Leadership is Albion?

That goes back to the 3rd Edition modules. As for why they had hefty doses of Perception, I really don't know. Leadership-wise, there's quite a bit of it in OCS already.
