Title: Are some infantry prohibited from depth 0 water?

This is posted in the Total Warfare section, but involves TechManual as well. References: TW 9th printing, TM 6th printing.

The Total Warfare table on page 52 is quite clear - the only units prohibited from Depth 0 water are naval vessels.

However, the Conventional Infantry Motive Types Table on page 145 of TechManual indicates that Foot, Motorized, and Jump infantry are prohibited from Water (Any), implicitly including Depth 0 water. This is particularly notable given that Wheeled and Tracked Mechanized types are listed as prohibited from Water (Depth 1+), further indicating that the Water (Any) entry should include Depth 0 water.

Technically we could add in Tactical Operations: Advanced Rules (6th printing) here - the table on page 30 indicates that infantry are not prohibited from Depth 0 water, matching TW.

Which of these is correct? Total Warfare, or TechManual?
