Title: need RAT for the Combine 3025

okay have been looking but can't find where a RAT for the DC might be for 3025.  i do have turning points Misery to fall back on for the ground forces

There are also Kurita RATs in TP: Galtor, OTP: Death to Mercenaries and TP: Mallory's World.  A quick glance over them shows that they are broadly similar, but not identical (Mallory's World, for example, includes LAMs).  Of them, Galtor is specifically set in 3025, so is most likely to be accurate to what you want - amongst other things, no CGR-1A9.

There is, above all, Xotl's excellent fan project:
3028-3057 Random Assignment & Rarity Tables (https://bg.battletech.com/forums/index.php/topic,1219.0.html)

They're nominally for 3028, but there isn't any event that could have led to a significant differenct from the 3025 distribution.

As long as there's a Panther and a Dragon in your unit you'll be ok!

that is what i need it for.  It helps keeping one side from getting to powerful.
