Do Battle Armor-scale Man-Portable Plasma Rifles automatically start fires as per the Fire Tables on TacOps 2nd Ed p44, being counted among the "Plasma Weapon and Inferno" category for Weapon Type, or are they counted among infantry weapons, and so fall under the Infantry rule on p43, that only allows infantry weapons with a Flame-based special feature to start fires?

The Infantry rule on page 43 of Tactical Operations refers specifically to conventional infantry weapons, the full list of which is on pages 349-352 of TechManual.  BA-scale man-portable plasma rifles are a different class of weapon and would set fires automatically; in general, BA weapons operate similarly to their 'Mech counterparts except where specifically stated otherwise, and other BA weapons would likewise use the normal fire rules.

Any anti-personnel weapons carried by BA on anti-personnel mounts would use the Infantry rule on page 43, however.
