The book clears up how much revenue a Land Holder gets and the normal .
defense budget in relation to that revenue .  How the the revenue gets
negatively impacted by raids win or lose  with the only means to totally
mitigate this impact is for the land holder take the field and successfully
repel the raid or attack . This should frame what a Periphery planet may
have for a budget for defense.

I've always felt the periphery doesn't quite play by the rules... what's true for a Fronc world or a Far Looker colony will not be the same for an average Maurian or Outworlder planet, whereas pirate planets, the Concordatian worlds and the Canopians all have their own unique economic quirks both up and down. The only place I would apply anything standard from AToW or elsewhere are IS-power periphery worlds, and maybe the breakaway broken wheel nation worlds.
