In the Movement rules for QuadVees in Interstellar Operations, it says to follow the standard rules for movement for both the 'Mech and vehicle modes as though they were units of that type. Does that mean that QuadVees generate movement heat while in 'Mech mode but not while in vehicle mode?

Correct. Better venting in vehicle mode is offset by being more vulnerable.
