Cutting Decals for miniatures - Scissors or Exacto Knife?

For over a decade I've been using small orange scissors that you get from office max and it tends to make the decal piece fall off after cutting.  What all of you use to cutting decals?  Should I use an exacto knife for cutting off decals or stick with scissors?

I use exacto for professional decals, and scissors for homemade ones.  My scissors are the small ones from medical kits for precise control at the smaller scale

At this scale, I use a knife.  I want to cut off the clear backing that surrounds most decals if the shape allows.  If that’s possible with scissors, no reason not to use those.

I've never had any issues just using scissors with FPG decals. The only time I use a knife is when the specific decal I want is in the middle of the sheet and the scissors can't reach.
