   Game Rules: Gauss rifl e capacitors remain charged (and thus explosive) throughout Total Warfare game play, even if the unit is shut
down or its crew/pilot is unable to act.    "TechManual Pg219"

  My question is, should I run out of ammo for a Gauss weapon could I choose to "switch off" that weapon so that its charge dissipates and so becomes "unexplosive". Meaning it becomes just so much dead weight and inert. It seems that the rule above applies to if the pilot ejects, or the mech is shut down due to battle damage. I have read several of the books and have not seen anything that says I cannot do this.
   Furthermore, this rule is not clear on if the mech is shut down in the first place, as in a hanger or what not. I got in a argument over a game of "A Time of War RPG" with my friend about this and so would like clarification for him. It seems that a Gauss weapon is not explosive if it was never charged in the first place, though that logic dose not seem to persuade him.

Under normal Total Warfare rules, the weapon will remain explosive even if it's run out of ammo.  Only when using the Gauss Weapons rule on p. 102 of TacOps are they safe when shut down/out of ammo.
