So I am not sure what forum this belongs in...

If I started with a property rating of 10 (year 3061), giving me ownership of a 120k sq km moon, (average annual income of 15,000,000 c-bills) (page 122 AToW), how would I go about figuring out increases for improvements.

For example, I just completed construction of both a weapons and ammunition factory. How would I go about figuring the new "average annual income" for this?

I'm afraid there's no rules for that. You'll have to make a GM's call.
