Are there SPA's in other books then Time of ware and companion?  If so a list or other places to looks

Also in the Alpha Strike Companion, though they are geared for the Alpha Strike system.

Cam Ops also includes all of the Special Command Abilities as well.

The A Time of War/Companion SPAs work differently than the CO/ASC SPAs.  Generally, AToW has requirements that the other versions do not, and new ones have been created since.
For Alpha Strike, ASC has most, but the Combat Manuals added some need ones not in ASC.
For BT/Total warfare, CO has all the ASC ones plus the Combat Manual ones.  So as far as lists goes, it’s the most complete. Though the new Spotlight just added some more..

Plus, the SPAs (and SCAs!) in CO fully convert the AS abilities for TW play. Some of them didn't directly port over, and CO cleans all that up.

Not quite all... "Lucky" doesn't have an AToW or Companion description.  I asked about that some time ago, and never got an answer...

Lucky in AToW is Edge.
But AToW is not what Cubby was talking about.  Campaign Operations has Lucky, p77, for Total Warfare, when not using AToW.

Ah, that wasn't a rules question.   If you want the Lead Developer to answer, that's not me.  I couldn't tell you what product plans there are for AToW anyway.
