Anyways, the bit with the flag was done for symbolic value. There would have been symbolism with the Amaris flag, sure, but the message would just be driving home “Amaris lost,” instead of “the SLDF is victorious but the Star League has fallen.”

I was going by what the TechManual said, the passage didn't spell out the "you can only use one option only" portion.

Of course, most 3025-Era sources give her a 2/3 G/P score at best, so she wasn’t particularly deadly per se in the official scenarios.  (Circa 3015, despite being bloodnamed, she was only 4/5 in The Spider and the Wolf).  She’s comfortably 0/0 by the Refusal War.

Yeah, consider those stats (4/5 especially) a retcon-to-be. There just hasn’t been enough opportunity to rectify that. More recent sources like Death to Mercenaries lists her as Elite in 3028 (without listing stats) and CM: Mercenaries lists her as Legendary for the same general period.

I guess you can always use lostech to explain why supposedly elite pilots have only average battlefield skills in a given scenario. In my "Twins" scenario for BC, I explicitly explained Cranston Snord's elite skills to be counterbalanced by faulty cockpit electronics... because actual elite skills would've imbalanced the scenario.
So yes, the Black Widow was totally elite. So much so that she still fought as a regular pilot after her targeting system died on her.

To be clear, it seems to me TacOps (pages 100-102) is clear that it's only one effect "at a time".  The gear can provide any of the listed options, but only one at any given moment.

And given that it's TacOps that lets comm gear do any of those things at all, you kind of have to take that.
