Replacing c3 slaves with c3 Masters

Q: Is this hypothetical c3 network, with one Sunder SD1-0B, legal?

It appears to abide by all rule text (TW. pg 132 – 133)

- Is 11 units.
- Each M controls one to three Ms or Ss.
- Each M controls only Ms or Ss.
- The SD1-0B is in one network.
- Network shape matches configuration #2 with allowed variation (pg. 133: "The only allowable variation on those four configurations is to replace C3 Slaves with C3 Masters."

However, it seems to violate a rule implicit in the diagrams along the lines of (waves hands) 'If a unit mounts multiple c3 masters, one of its masters must control all other on-board masters.'.

Additional relevant passage:

pg. 133: "The C3 Configuration Diagram illustrates the only four ways (see All C3 Master Network below for the exception) a C3 network can be created (while there are additional ways a network can be created, for Standard Rules gameplay these are the only four)"

I read the bold part to mean that the diagrams are not just descriptive (visualizing rule text possibilities) but prescriptive (depicting further constraints beyond what the text alone would permit.)
