VTOL Bombing special attack

On ASCE page 174, it talks about VTOLs making bombing attacks. However, it seems to require the BOMB# ability. A quick search of the MUL shows no Combat Vehicles with BOMB. So... What gives? Is this an oversight on MUL units or a mistake in the rules since no VTOLs have the ability?

Sylph BA has VTOL movement and BOMB1.
and sometimes they add rules like that to futureproof stuff. for example, in the regular BT rules you can build a helicopter VTOL vehicle with bomb racks as a support vehicle. while none have been done officially yet, they'd want to cover the rules for them in case that they do make a helicopter with bomb racks.

I'm a newbie so I could be wrong, but I think I saw some rules for "converting CBT units to AS units". I figured that those rules encompass custom made VTOL units, and that there's simply an AS equivalent for futureproofing and conversion reasons.
