Didn't realize that it didn't have jump jets, that really does invalidate its use as a "city fighter."
It doesn't invalidate it's use, it just makes teamwork that much more important. One of the best urban teams I've ever seen was one of two Hunchbacks and two Hatchetmen. Use the Hunchbacks as your center and your Hatchetmen as your flankers, it works out rather nicely.
