Well, originally from my WiGE MBT article:
http://bg.battletech.com/forums/index.php?topic=12315.0 The Machete sounds like a good starting point. It has a 7/11 WiGE movement profile and armor that can be easily tweaked to meet the 30-point-per-facing number. It's only problem is its 1-ton infantry compartment... which is no problem if the PPC is downgraded to a Light PPC (or ERML). We can even add in a 'mech-grade flamer or an MG w/100 shots for anti-PBI work.

The Machete II can carry a full foot or jump platoon of infantry directly into the battlefield after deploying in the high atmosphere; it can survive two hits from a Gauss rifle or cERPPC on any facing, it can ignore any ground or water obstacles, and can provide fire support to its dismounts, clearing its own LZ and supporting them with indirect LRM fire, or FASCAM, or any kind of LRM/SRM ammo needed. It can deal with enemy infantry, provide its own smoke screens, and deal with light enemy vehicles.
It is also relatively economical; the SFE and LPPC are the two single most advanced items. Someone will have to calculate cost, though; I do these things by hand.
