Help! My airbrush is uneven and speckling

So a question for all of you familiar with airbrushing. I just got some new model air paints for my airbrush and I'm practicing and experimenting with my Ghost Bear paint scheme on some practice minis, and this has been happening. I don't have a whole lot of experience with airbrushing, but this un-even speckling doesn't seem normal and it's definitely not my desired effect. I've played around with the PSI and have been mixing flow medium into the model air paints (they're vallejo, but they really need a little bit to get to the right consistency). What do I do and could it be the needle? And note that this has been happening even before paint has been allowed to build up on the needle.

What is your air source? Speckling could be contamination from a dirty compressor or air source.

It could also be the paint isn't thinned down properly.  Or the tip is dirty.  Paint needs to be the consistency of milk....when you "swish" it in the bottle, it should leave a nice even film on the edge.  If the tip is dirty or clogged slightly, it will do this as well. 
If at first you don't succeed, make it worth the repairman's time!
