When making a Npc using the templates given in the AToW book, do you use the point buy character creation and just skip the life modules?
Corporal: Were under attack general.
General: who's attacking?
Corporal: Those 25 Urbanmech Mechwarriors you offended last week on Solaris.
General: That's....unfortunate. Could you remind me what I said to offend them?
Corporal: You said their Urbanmechs look like Locust-1Vs Sir.
General: ahh... I remember now.

I use Life Modules for all characters, PC or NPC.

In the templates when it says 10-15 attribute points lower then comparable character, does that mean the total xp value spent on the attributes or the all attribute values combined i.e  STR 6, WIL 5, etc...

Where does it say that?  On page 51, it says the archetypes are built on 4,500 XP (vice 5,000).

Found it on pages 337-9.  I believe that's intended to mean all the Attributes combined.  Personally, that doesn't make sense to me, because a baseline human should have 4s in everything except EDG (which should be 1).  10-15 points below that would be a severely restricted character.  It seems to reflect an assumption that most PCs will have multiple extreme Attributes.  That's not been my experience.  Aside from Module, Field, Trait, or SPA prerequisites, there's little reason to take something above 4.  I mean, a 7 will get you a +1 on a wide swath of skills, but how many of them do you intend to use regularly?  In general, you're better off just buying the skills up.  If you have a lot of skills, Fast Learner is usually a better investment for 300 XP.
