Well, depends on whether you're asking for the ultimate mech OOC in accordance with the game rules or not (=best war machine in universe wise).

With cost/value as no object, I agree, a Hellstar is certainly a massively fearsome machine.  But for my money, I would rather have, say, a PPC variant Ninja-To.  Good firepower, great speed, good armor, and a c3 linkup to simulate or even improve on the advantages of a targeting computer.
