Is there a possibility to remove unwanted personnel? There must be an easier way then imprison them and then set them free...

What effect does the scrounge ability have?

If you have turned it on  in the campaign options, Scrounge is the skill that part acquisitions are rolled against. Otherwise it is useless.
Depending on which rules package you chose at launch, the default for parts acquisition is Administration, though other options include Tech, Negotiation, and Automatic Success.

Found a workaround for it. Removed all personnel, then assigned the needed pilot.

Does Scrounge all you the chance to find something you otherwise cannot (or are prohibited from finding because of settings i.e. not allowed to purchase Clan Tech)?

No, it has no use outside normal part acquisition.

 What I mean is, if you are making purchase rolls under Scrounge vice Administrator/Logistics, does the limits preset in Campaign Options still apply?

It functions exactly the same as Administration/Technician/whatever skill you set in the options to make acquisition rolls.

As I said

No, it has no use outside normal part acquisition.

It has no affect on anything except replacing tech, admin, etc
