Sometimes, but not always, when I try backing a VTOL up it gains four levels in elevation, like the attached image.  Is this a bug, or is it from the rules (I didn't see anything on this, but could be wrong)?

Did you increase your elevation in the first hex?  It looks like you increased your VTOL's elevation by three levels then backed up two hexes.

Nope.  Only thing I did was select back up and went.
