Is it legal to do it with a 150 to satellite?  Or does someone have to make a real small base with quarters mining laser and maybe a hoist or manipulation arm ?

That's one perfectly reasonable way to do it, sure!  I usually go with the forward Wings and aft, but that works too...

Small Craft is way faster and way lower endrance than a 0.1 or 0.2 G ion drive Satellite with quarters for something that supposed to be in the field weeks or months to do prospecting.  I was enquiring if using the Satellite rules was legal instead of using the aerospace base rules ? I figure a bunch of prospecting Satellites gather materials and bring them to a base with a grav deck and small factories to process the raw ore
