I think that things which don't already have an existing MWDA mini should take precedence. If someone wants an R10, it's easy enough to find one and pop it off its dial, for far less than the cost of a pewter mini.

If something is only available on the secondary market, it's not available.

Mixed Tech isn’t so much a rule as just “ok this design sloshes from both tech bases”. The rest of that stuff is all in the BMM - people that have worked on the Rec Guides have mentioned that were basically told to keep everything to only needing that book except for a handful of exceptions.

And by the Dark Age, Mixed Tech had become tournament legal.

I could see the prisoners being put into Combat Engineering units for a 20-year service.  They do the back breaking work of improving the planet and defend it too. They will not go mercenary nor pirate, but will instead keep protecting the people on the planet.  After the 5-10 years good behavior proposed, revisit that 20-year term.

Here are the relevant posts for more information about them:
#346 - losing half their people
#1109 - their current strength

Those fusion generators will require hydrogen, and it has to come from somewhere.

What is the rate of fuel consumption?  If the consumption rate is low enough, then a deep space base might be able to survive several months or years between shipments.

Efficient power plants would be similar to how an Energy Storage Battery contains power plants to recharge a KF Core without needing to use fuel, vs a Warship needing to use 10 burn-days to recharge a KF Core.

As to the source, one idea might be using a brown dwarf in deep space.  Basically something full of hydrogen but not large enough to achieve a fusion reaction and be noticed.

The problem is that population in space will be ~5% that of an Earth-like world due to building life support systems in space is ~20* as much as building them on an Earth-like planet.  This is based on the Uninhabitable modifier from the Campaign Operations 'Uninhabitable' modifier (though colonizing a planet with over 1.5Gs also gets the .05 multiplier, which is a strange question).  Even a horrible world with Tainted atmosphere, Very hot temperatures, gravity of 1.1 Gs, and less than 40% water coverage would have a population 41% that of a Gaea world, or 8* that of a space colony.

So if the Belters try to hide in space, they will be spending a lot of resources just to survive, while Alaric can expand to the various planets faster than the Belters can expand in space.

I'll confess that, on a purely subjective level, it does not feel like this to me. It feels to me like Clan Ghost Bear is still there, and to an extent the Rasalhagian people are still, but the Rasalhagians are enthusiastically assimilating into Clan wars in a way that kills most of what I liked about the Rasalhagians to begin with.

Another way of putting it would be that I feel that, if you're a Bears fan but not an FRR fan, you will probably still be quite happy with the Dominion. However, if you're an FRR fan but not a Bears fan, you'll... well, you'll be me. And I'm sad. Think of it the same way as if you were a Scorpion fan versus if you were a Castilian/Umayyad fan, or if you were a Raven fan versus if you were an Outworlds fan. I think the Clan fans are probably quite happy - they get a whole nation to rule and be more involved with neighbours and so on. But fans of the original factions might understandably be rather put out.

Hjalmer Miraborg was raised in a sibko and fought a Trial of Position to become a warrior. For my money, that means he's a Clanner. He's Rasalhagian, yes, but he's a freeborn Clansman.
I'd agree with these sentiments, in fact, for me, even though the RasDom was a "merger", I always thought of it more as the military of the RasDom is straight up Clan Ghost Bear, and the civilians are pretty much the civilians of the FRR...and the overlap is in the leadership really

Source is Campaign Operations, corrected 3rd printing, page 123, Planetary Population Table
It is in Solar System Generation -> COLONY CREATION -> Step 1: Population -> Population -> Planetary Population Table, bottom half

In the Planetary Population Table, the bottom half is the Planet Condition, with a modifier for the various conditions.

The line for "Gravity 1.5-2Gs" has a modifier of "x.05".
However, the line for "Gravity 1.2-1.5Gs or below 0.8Gs" has a modifier of "x0.8", meaning that the gravity above 1.5Gs is 16* harder to live on than a planet with only 1.2Gs gravity (0.8 / .05 = 16).
There is also the line for "Uninhabitable", which also has a modifier of 0.05, and is for Gravity above 2 Gs.  This is the same multiplier as for gravity above 1.5 Gs, which seems strange to me.

The gravity 1.5-2Gs modifier is also the only one that has a decimal as the leading character, rather than a leading zero.

I have taken the liberty of copying the table and pasting it below, with only the relevant 4 lines kept (title, gravity over 2Gs, gravity 1.2-1.5Gs, and gravity 1.5-2Gs):
Planet Condition                              Modifier     Modifier Description
Uninhabitablex0.05Planet has a toxic, very high, vacuum, and/or trace atmosphere; gravity is over 2Gs
Gravity 1.2-1.5Gs or below 0.8Gsx0.8-
Gravity 1.5-2Gsx.05-

My question:
Should the Planet Condition Modifier for gravity of 1.5-2Gs have a modifier of x0.5 instead of x.05?

It would make the multiplier have the same format as the other multipliers (a leading zero), and would make a planet with 2Gs only 1.6 times harder to colonize than a 1.2G planet rather than 16* harder to colonize as currently written.

The Rec Guides have been avoiding Era-Specific rules (with the exception of Ballistic Reinforced armor).  It's really unlikely that there will be any QuadVees.
