According to Strategic Operations p. 111, "If a fighter mounts an ECM suite, it extends its ECM field over the fighter’s own hex only."

When fielding ECM capable fighters/small craft on the ground map, is the range multiplied to create an ECM field with a 16-ground map hex radius? Furthermore, in the case of surface-to-air attacks, does aerospace ECM affect ground units as ground-based ECM, aerospace ECM, both, or neither?

When you've moved to the ground map, you're using TW scale and would refer to the TW rules for ECM usage, as added in the 5th printing and later of TW (and seen in the current errata for p. 238).
