Tukayyid Ghost Bear Trait: Family

In the Tukayyid Campaign Rules a unique trait is listed for CGB where:

The Ghost Bear force receives a –1 Target Number modifier to a ranged weapon attack against any target that is within Short range of a Ghost Bear unit possessing at least one location without armor (AS:
a Ghost Bear Unit with less than half its original armor value) .

What is considered Short Range here? Short Range of aany weapon? A specific distance?

If I understand this correctly this works like a weaker c3 system? Where if a unit is missing armor it acts as the c3 spotter or am I undesrtandin this incorrectly?

That should be 6 hexes for BattleTech/Total Warfare.  (6"/Short Range for Alpha Strike).

Note Family does not change the range band like C3 (in BattleTech/TW), just a -1 target number. If the attacker is at long range, family damaged and within 6 hexes of enemy, the attack is still at long range but gets a -1 target number modifier.
