The Newgrange-class Yardship in JHS:3076 is listed as having 250,000 tons of "Workshops/Manufacturing Equipment" in Bay 5. Presumably, in-game, these allow the Newgrange's bays to qualify as Factory-conditions for repair, refit, and salvage, but I'm curious if they have any specific construction rules (and, if possible, what the minimum tonnage required is to allow factory conditions in a bay).

Nope, specific rules for manufacturing rates haven't been published. Minimum requirements aren't available either.
