(Answered) Step by step explanation of Ghost Targets

I have done a search that resulted in a thread post still too confusing to me and our group.

Tac Ops P.101- Generating ghost targets
Tac Ops P.102 - command console

As big of a pain as it is, i need clarification and a step by step explanation on how to use these rules. the 4 people in our group cannot settle on how to interpret the rules.

Can you be a little more specific?  The Ghost Targets section is over a half-page of text, after all.  What exactly is confusing you?

We understand making ghost targets with an ECM. Piloting +2. succeed the roll and the tuned ecm worked. mark the Mos. for every Mos of 2 add a +1 to all attackers to-hit. (that makes sence)

The command console however is confusing us.

CCC-Additionally, apply a +3
modifier to the die roll result when making the Piloting Skill Roll
to determine the to-hit modifier for attacks from such a unit as
described above.

What does this +3 apply to for the gunnery mentioned? and whos gunnery and piloting? where doed this step take place in the ECM's Ghost rules?

Unfortunately there are certain elements under review at the moment that make answering this question difficult, since some things may (or may not) change.  I'm going to have to hold off until we resolve this.  Sorry.

Your question ultimately led to a complete re-write of the Ghost Target rules, which is why I couldn't be more specific earlier.  Thanks for your patience, and I hope these rules are easier to understand (as well as less game-breaking).
