If a mech is equipped with a turbocharger and a Triple Strength Myomer, do the effects of both systems stack? If the mech has its TSM activer then uses the turbocharger, is the MASC-speed based on its base speed or its TSM-enahcned speed?

eg, if a mech is 6/9 (12), with the Turbocharger, would it then be 7/11 (14)?

Yes they do stack.

When stacked, calculate your Supercharger speed and then add the TSM modifier to the supercharger modified speed.
