In Tactical Operations page 382, for the Void-Signature System, it states "When calculating the BV of a unit equipped with a Void-Signature System, include the maximum +3 to-hit modifier when calculating the Defensive Factor,..."
Now, I noticed that +3 is only when the unit doesn't move at all. Looking at SSW and MML, they both calculate the max speed bonus, then add the +3 to this. So a unit that moves 3/5 has a defensive speed factor of 1.50 in those programs. Is this truly how the BV is suppose to be calculated for this? It doesn't seem right to add the +3 to the max speed bonus since you can either move the max speed, or stand still, but not both.
So, does the BV for the Void-Signature System work as above, or should it really be to use the +3 OR the max speed bonus, whichever is greater?
