An active void-signature system (TacOps Advanced Equipment p161) provides a modifier to enemy fire based on mech movement.

Does this stack with, or replace, the normal modifier for movement?

I am currently assuming the former, as it seems to make more sense that it stacks, rather than replaces the movement modifiers (since it would follow a BattleMech dashing down the road at 250 kph isn't going to be that order of magnitude easier to hit because the memetic coating can't keep up.)

It stacks with the normal modifier for movement.
