(Answered) Rumble Seats and Communications Equipment

In the absence of a Cockpit Command Console, can a passenger in a Rumble Seat operate onboard Communications Equipment (TO:AR p. 98 for ECCM, p. 162 for their use connecting to satellites and as a Mobile HQ)?

The Rumble Seat is no longer a quirk and been removed.

Regardless of the quirks presence someone in the rumble seat would not be able to operate onboard equipment.
