(Answered) Communications Equipment & ECM

I cannot find anything in TO suggesting Communications Equipment can generate ECM, just ECCM. Can Communications Equipment generate ECM?

"ECM Suites...
Communications Equipment: Communications equipment (see p212, TechManual) can be used to generate an ECCM field with the same area of effect as an Inner Sphere Guardian ECM Suite."
