Title: (Answered) Anti-mech BV questions

1. Does a conventional infantry unit that is not specified as 'anti mech' (and does not have the 15kg weight increase per trooper), with 8+ anti mech skill, still add the full value of its weapons in the 'Anti-’Mech Attack Capability' step of '1. Calculate Weapon Battle Rating'?

2. Is the anti mech BV part of the calculation ignored for all conventional infantry wearing Encumbering armour?

If the unit is not capable of performing AM attacks, it does not add the value.  All non-mechanized conventional infantry has this capability by default, but if anything removes it, the value is not added.
