Aerospace Movement and To-hit

If I'm reading the rules correctly, an Aerospace unit moving at high speeds in Low-atmosphere, or ground level, incurs no to-hit penatly to TN either to attack a ground unit, or to be attacked by a ground unit. However, it does incur penalties based on how far it and a target moved when engaging other aerospace units that are airborne. Is this correct? It seems like it is super easy for a Mech to shoot an Aerospace in flight, since it can treat it at range 0 if attacked at all, and high speed movement means nothing, but even if it isn't attacking can still attack with a less than terrible range penalty unless you're at very high altitudes.
