From Page 167 of TW:

All units can enter a building hex at ground level (Level 0),
provided that other terrain in adjacent hexes does not block
such movement.

and Page 67 of BMM:

’Mechs can always enter a building hex at ground level (Level
0) from an adjacent ground level hex. A ’Mech may enter a building
hex at a level higher than ground level only if entering from an
adjacent hex with a level equivalent to the building level being
entered. In other words, a ’Mech may only enter a building at the
same level as the hex the ’Mech just left.

Does this mean, a 1 Hex Building on top of a One Hex Level 1 hill is un-enterabled, as there is no LEVEL 1 hex adjacent to the Building?

Gonna bump again, and give a little more info.

In Example 1, the Archer is attempting to move onto a Level 1 Hill. We know this allowed as per the rules.

In Example 3, the Archer is attempting to move onto a Level 2 Hill. Again, we know this allowed as per the rules.

However, in Examples 2 and 4, the Archer is now attempting to enter into a Level 1 building (making the HEX Level 2 & Level 3 respectively) that is placed on top of the hill. So, the only thing that has changed, is there now a Building on/in the hex.

Under thwe rules as written, neither of these buildings can be entered as the is no adjacent terrain of the same level as the buildings in question

Yeah, sometimes things just sit because they have effects further down the line or reveal contradictions.  We're working on this one again now.

Replace the first paragraph with the following:

     ’Mechs can enter a building hex. By default this is done at the building's ground level (i.e. the level of the underlying hex the building is in). A ’Mech may only enter a building hex at a level higher than the building's ground level if entering from an adjacent hex with a higher level (e.g. if a ’Mech walks from a Level 3 hill into a neighboring building hex on a Level 1 hill, it would enter the building at Level 2).

OK, so that works for stepping down off a hill into a building. But for going up, would the 'Mech always enter the building at the buildings Ground level then?

i.e. Using my Diagram example 2, the Archer goes from 0 level to level 1 (the buildings ground level) and enters the Building?

So yes, you'd always enter at the building's ground level, unless there's no way to access that, per the last sentence of the ruling.  In your example 2, you have it right.
