(Answered) Leg/swarm attacks/infantry shooting vs immobile targets

If an infantry/BA unit drops below min size for leg/swarm attacks, are they still prohibited from performing those attacks on immobile units, such as a mech with an unconcious pilot? If yes, why?

When firing cluster table weapons at terrain such as woods/buildings, they automatically hit with all shots if they are adjacent. Since infantry shooting attacks roll on the cluster hit table to see how mayn hit, do they still need to do this for immobile and adjacent units? If yes, why? (I find it hard to believe that elite units can fail to hit a immobile mech 30 meters away with a rifle).

Yes.

Because they are prohibited from performing all such attacks, not just the hard ones.

Because the rule allowing units to automatically hit with all missiles/submunitions/etc only refers to terrain.  No matter what condition a 'mech is in, it is a unit, not terrain.
